The news is getting worse for Argentine Juan Martin Del Potro, now out of next week's Barcelona Open due to his troublesome right wrist injury.
The US Open winner last stepped onto court for a match three months ago in the Australian Open.
"We waited until the last moment to see if it would be possible to play, but my injury, while improving, has not allowed me to train very much in recent days," the No. 5 told tournament officials. "I just cannot play this year."
One injury victim will make a start, with French Open finalist Robin Soderling already training on after skipping Monte Carlo with a knee problem.
Australian Lleyton Hewitt will play the event for the first time since his 2002 semi-final after missing Monte Carlo as a precaution during his comeback from January hip surgery.
